The three-level program starts with short vowels and simple consonant
sounds. It progresses to complex vowels and high-frequency irregular
words and continues through the polysyllabic strategies that are
critical for content-area reading. Intervention for K–3 can serve
as either an initial decoding program or an intervention for students who
are struggling with reading.
